Jack Bauer's daughter, Kim, sneaks out of the house to go out with friends. As Bauer and his wife, Teri, try to figure out how to find Kim, Jack is called in for a meeting at CTU Los Angeles in response to a threat on SenatorDavid Palmer's life. Bauer discovers that there may be a mole inside CTU, and Senator Palmer gets a disturbing phone call.
Jack meets with the surviving Coral Snake Commando, Jonathan Wallace, who demands Kate Warner in exchange for evidence about the recordings. Tony and Carrie spy on Michelle when he suspects that she is working with Jack. Mike and the Vice-President turn up the pressure on Palmer, when he expresses his doubts about the impending war.
A firefight ensues as Jack, Ramon, Nina and Chase all attempt to secure the virus. Kim becomes suspicious of Chloe when her backstory about the baby doesn't check out. Sherry discovers a witness who can damage Alan Milliken.
PresidentLogan's advisors question his ability to lead the country in this time of crisis following President John Keeler's incapacitation. Curtis brings in a suspect named Joe Prado who may have information on Marwan, but before the man can talk, his lawyer arrives suspiciously fast. Jack eventually draws information out of Prado.
Although President Charles Logan claims the country is no longer under attack, martial law is still enforced and CTU remains under intense pressure to find the remaining fugitives. Meanwhile, Jack Bauer, Audrey Raines and Secretary of DefenseJames Heller reunite for a pivotal meeting.
Noah Daniels and his assistant Lisa Miller engage in a seemingly-consensual, oval-office romance. Karen Hayes is forced to choose between her job and Bill's. Cheng obtains the circuit board and escapes from both CTU and Jack Bauer. While being arrested by CTU, Jack realizes that Audrey, though free, was not returned unharmed.
Olivia Taylor, now the provisional White House Chief of Staff, faces blackmail from a member of the press. Larry Moss is forced to withdraw his team after a standoff with the Starkwood mercenaries, leaving Tony behind to infiltrate the base and locate the bio-weapon. An air strike on the compound is aborted after Jonas Hodges calls the White House directly to deliver an ultimatum.
Farhad Hassan seeks the aid of CTU when his associates commandeer the nuclear rods for their own deadly purposes. Jack Bauer makes a deal with Brian Hastings to protect Renee from taking the fall for a failed mission. Cole Ortiz discovers his fiancee's secret and quickly puts an end to Kevin's plot.
