21911 Kipling Avenue was the address of a Mobile Underground Detention and Detainment facility in Saugus, California. It was located right in the middle of power grid sector 26-GG.

Day 1 Edit

Victor Drazen was scheduled to be moved to the facility as the latest in his sequence of randomly assigned secret prison appointments. When investigating the Drazens, David Palmer noticed the address at the bottom of their file, unrelated to anything else. He passed the information onto Jack Bauer just after 6pm. ("Day 1: 6:00pm-7:00pm")

Just before 7pm, Andre Drazen flew to the location by helicopter, along with a mercenary crew led by Harris. They set up a concealed camp to surveil the entrance to the facility. Meanwhile, after investigating the surrounding area with George Mason, Jack arrived at the address and discovered the underground entrance. He was quickly tasered and subdued by the guards.

Jack was taken to a cell, where he was confronted by the prison's warden, Mark DeSalvo. After revealing that a prisoner was scheduled to arrive but he had little manpower to protect the facility, DeSalvo went along with Jack's plan to arm the civilians in service gear. They kitted up in the entrance of the building, and then ran out to accept the prisoner, giving the impression of a heavily-guarded facility. Harris decided not to attack after seeing the amount of guards.

Jack tried to convince DeSalvo to give him access to the prisoner, but when it was denied he discovered the CCTV camera room. He cycled through the different rooms, finally discovering that the identity of the prisoner was Victor Drazen, the man he believed he had killed. ("Day 1: 7:00pm-8:00pm")

After a brief interrogation in the holding cell, DeSalvo gave Jack permission to move Drazen. The men at the facility were kitted out again, and convened in the North corridor. However during transit of Drazen the power to the facility was cut and the lights went out. After losing contact with Ray and Lawrence, two of the facility's guards, the remaining men listened as the front door was blown in. After several more explosions, Andre and Harris' men entered the corridor and killed the remaining employees of the facility, releasing Victor and keeping Jack as hostage.

On Victor's orders, the mercenaries collapsed the corridor behind them and started drilling through the wall. They kept Jack in the corridor while negotiating with CTU over the phone. Finally, when they broke through the wall, they left the building through a flood egress, leaving laser mines behind to block their exit. They got into vans outside and drove away.
