The Federal Air Marshal Service was a federal law enforcement agency within the Department of Homeland Security. Air Marshals were armed, undercover law enforcement officers posing as an airline passenger in order to deter the possibility of an on-board threat.

Jack Bauer went aboard diplomatic Flight 520 to obtain a digital recording that would implicate President Charles Logan in the assassination of David Palmer. Jack knocked out George Avila, an air marshal stationed out of Fort Retzler, and took his gun and badge. Jack posed as the air marshal, took a suspect passenger Hans Meyer into the baggage compartment, and ordered him to hand over the recording. When Avila regained consciousness, he ordered the pilot, Stan Cotter, to depressurize the baggage compartment. Jack tricked Cotter by commandeering some critical flight machinery and threatening to crash the plan, and was freed despite Avila's protests. Jack then neutralized Avila by locking him into the compartment, and retrieved the recording soon after from co-pilot Scott Evans.
