Al-Fulani was the imam of a mosque in Los Angeles.

The Second Wave terrorist leader Syed Ali went to pray at al-Fulani's mosque before carrying out the plot to detonate a nuclear bomb over Los Angeles. When presented with a warrant, al-Fulani cooperated for the search for Ali within his mosque, and when Ali was found, he unsuccessfully attempted to persuade Ali that his actions were not consistent with the teachings of the Qu'ran.
