Alex was Secretary of State in the Cabinet of President David Palmer during Day 2.

Alex, who appeared via live teleconferencing, was surprised when Vice President James Prescott assembed the members of the Cabinet with plans to invoke the 25th Amendment. When Palmer was first confronted by Prescott, Alex interrupted Prescott's speech. He mentioned that many Cabinet members didn't have a gut feeling about Palmer's fitness as President yet, given that they had not even been appropriately informed about the events of earlier hours.

Alex expressed his confidence that Palmer could use his usual candor to answer Prescott's allegations satisfactorily. Alex recommended a break after Palmer challenged Prescott to resign if Palmer was not unseated.

During the proceedings, Vice President Prescott called Roger Stanton as a witness against Palmer. Stanton's deceitful testimony was strongly rebutted by Palmer. Concerned that the recording of Stanton's interrogation was tampered with, Alex asked if Agent Simmons, who had tortured Stanton, could corroborate the details which Palmer stated that Stanton had confessed. Palmer noted that he sent Simmons out of the room, leaving Palmer's word against Stanton's.

Alex was the final Cabinet member to cast the vote for or against Palmer. Since 7 voted "yes" and 7 voted "no", his was the deciding vote. He expressed his high regard for Palmer but voted "no". Alex was among those who tendered his resignation when Palmer was proven correct, but he remained as Secretary of State when Palmer refused the resignations.
