Area 51 is a sixty square mile area of the Nevada Test and Training Range in Nevada, a secure Air Force base. The Malignant Wave project was designed there by Megan Reed, Phillip Bascomb, and Alvin Toth.

The Malignant Wave project was performed here by Reed, Bascomb, and Toth along with undercover Tony Almeida, Hugo Bix associate Steve Sable, and Beverly Chang for David Palmer. The whole facility was later taken over by Chinese and Mexican mercenaries led by Jong Lee and Pizarro Rojas. Later Jack Bauer and other CTU employees regained control of the base.
