Ari Consul was a biologist from Jakarta, Indonesia. At some point prior to Day 3, he met with bio-terrorist Stephen Saunders. Consul was imprisoned for life for manufacturing illegal biological weapons.

CTU Los Angeles agent Jack Bauer showed a surveillance picture of Ari Consul working together with Saunders to Stephen's daughter Jane, in an effort (at roughly 8:08am) to describe how dangerous her father truly was. Jack also showed Jane a picture of Stephen with Sayid Kolobe, played an audio recording of Stephen extorting President David Palmer, and explained Stephen's control of the Cordilla virus.
