Ari Consul was a biologist from Jakarta, Indonesia. At some point prior to Day 3, he met with bio-terrorist Stephen Saunders. Consul was imprisoned for life for manufacturing illegal biological weapons.

At about 8:08am, CTU Los Angeles agent Jack Bauer showed a surveillance picture of Ari Consul working together with Saunders to Stephen's daughter Jane, in an effort to describe how dangerous her father truly was. Jack also showed Jane a picture of Stephen with Sayid Kolobe, played an audio recording of Stephen extorting President David Palmer, and explained Stephen's control of the Cordilla virus.
The photo of Consul and Saunders was later seen by Theresa Ortega, who surmised that Saunders was the man responsible for the death of her husband Gael. She killed Saunders in revenge.
