Arthur Rabens was a Cordilla virus courier working for Stephen Saunders during Day 3. According to Saunders, he believed the name was an alias.

Rabens carried the Cordilla virus and was planning on releasing it into the Los Angeles Subway. When his train was halted, he determined that he was being tracked. Arthur was able to slip by Jack Bauer and Chase Edmunds by planting his GPS device on an innocent civilian, framing him temporarily as the courier.
Rabens then deceived a supervising LAPD officer and escaped the subway perimeter by killing two officers. On the street, he killed a motorist named Frank Cassar and stole his vehicle. When CTU field agents pursued him, Rabens drove up to a high school and attempted to either hide or infect the students there.
Chase discovered him in a chemistry lab but Rabens bested him in close quarters combat. To ensure Rabens could not flee with the virus again, Chase attached the titanium clamp of the virus-dispersal device to his hand. Enraged, Rabens activated the device and motioned to kill Chase, but was gunned down by Jack. Jack severed Chase's hand with a fire axe, and then rushed the virus device over to a refrigerator, where it was contained. Rabens was the last courier to be stopped.

- The car that Rabens stole was reported by Michelle Dessler as blue and Chloe O'Brian as green. The license plate number, however, was 8TRI922 in both cases and is a 2004 light green Chevrolet Malibu.
