Ayman al-Libbi was a Middle Eastern terrorist who had little passion remaining for religion. He was the terrorist ringleader during the events of Cat's Claw.

Al-Libbi attempted to fire missiles into a confrence between President Harry Barnes and Chinese Premier Xu Boxiong. After failing due to action taken by Jack Bauer, al-Libbi tried to release the Cat's Claw virus with help from Frankie Michaelmas. He was killed with one of his own missiles by Jack Bauer while attempting to escape in a plane.
