Dr. Bob Cornell was a high-level official with the National Security Agency in Washington, D.C.

During Day 7, Cornell reported to the White House to brief President Allison Taylor on the dangers posed by a breach of the CIP firewall. In a meeting with many officials in the Oval Office, President Taylor asked Dr. Cornell what systems were vulnerable now that terrorists had circumvented the firewall. At the top of his list was the national power grid and the water distribution systems. If these were disabled and if the water was poisoned, widespread rioting and death would occur, throwing the country into chaos. When Ethan Kanin asked what could be done to protect these systems, Dr. Cornell said that they could be shut down. But this would result in more problems in the long term. He submitted his report in paper to the President. ("Day 7: 9:00am-10:00am")

Some hours later, Cornell called President Taylor to report that there had been another breach in the firewall, this time by Iké Dubaku, who used Michael Latham's CIP module to access air traffic control systems and cause the collision of Flight 131 and a private passenger jet over Washington, D.C.. ("1:00pm-2:00pm")
