Carol was present when President David Palmer held a press conference where he announced a heightened threat level and the grounding of air traffic. During the conference, he used a subtle code phrase to satisfy terrorist Stephen Saunders and delay another outbreak of the Cordilla virus. Palmer planned to leave without answering questions, but then felt it necessary to help appease the press.

Carol also appeared during a closed room meeting between the reporters and the President with Press Secretary Gerry Whitehorn. Because Palmer dodged a question from one of the reporters, Phil, Carol became frustrated and argumentatively accused Palmer of keeping too much from the press. The President told her to maintain control, and to serve the common good by informing the public to remain indoors to help stop infection.
