Charles McLemore was a terrorist posing as a CTU Agent during the events of Day 1. Teri Bauer realized she was being kidnapped and managed to call for help on Mulholland after subduing her kidnapper Kevin Carroll. Teri called Jamey Farrell at CTU, not knowing that Jamey was working for Ira Gaines. Jamey sent two of Gaines' men, including Charles McLemore, to Teri's location to release Kevin and kidnap Teri.
