Chet Blackburn led the Special Assault Team into LAX prior to the events of Operation Hell Gate. Blackburn was a CTU Field Operative that led CTU's main TAC unit in Trojan Horse. He participated in the raids on Utopia Studios, the Chamberlain Auditorium, and Nikolai Manos's mountain hideout.
