Chris Jarvis was a DOD agent killed during Conspiracy. He was part of Operation Blind Justice, an emergency government program in which he and three other DoD agents (Donald Frick, Kenneth Proctor, and Steven Kinsey) could work together to authorize a missile strike in the event of a national crisis.

Susan Walker and Martin Kail went to Jarvis' house to stop the mole at CTU Washington from taking his palm scan to steal the missile launch authorization codes, but they were too late. When they arrived, he was already murdered. Because Jarvis had smashed the palm scanner during the struggle, the terrorists chopped off his hand to take the scan later with another device.
