Cooper was one of the mercenary task force leaders working for Christopher Henderson during Day 5.

Cooper and a group of heavily armed henchmen were ordered by Henderson to wait outside the City Trust and Savings Bank for Jack Bauer, Wayne Palmer, and Carl Mossman. He and his accomplices planned to kill their targets and steal the audio recording that implicated President Logan in the assassination of former President David Palmer.

Before exiting the bank, Jack spotted one of Cooper's men through the bulletproof windows, and triggered the silent alarm inside the bank. When the police arrived, Cooper and his men engaged them in a firefight. Jack and Wayne escaped as the Marines entered the scene, but Carl was fatally wounded. Cooper was killed alongside his team in the gunfight.
