Agent Graves brought Yusef Auda (an intelligence agent from a Middle Eastern nation) and the personal effects from Syed Ali's safe-house to CTU Los Angeles. When asked by Special Agent in Charge Tony Almeida if he trusted Yusef, Graves responded negatively. While going over the contents from Ali's safe-house with Tony, Graves pointed out the most interesting item: a well-encrypted device which was later determined to contain the Cyprus recording.

Graves appeared to brief intelligence agent Kim Bauer in the Situation Room on how to blend in after she would be placed as a decoy for Jane Saunders. During the briefing, Jack Bauer learned of her choice to go into the field and became physical with Tony Almeida. Jack then confronted Graves, shouting, and shoved him out of the room.
