Agent Davis was part of the team that was transporting Vladimir Bierko to District. Before leaving CTU Los Angeles, he reported to Karen Hayes that a two-vehicle armed escort has been arranged to transfer Bierko. Hayes told Davis to contact her the moment Bierko arrived at District.
The armed convoy that Davis commanded had been infiltrated by at least one of Bierko's separatists. The infiltrator arranged for an ambush on the convoy, and the final group of Bierko's terrorists used RPGs to kill the agents and rescue Bierko. Davis was the only member of the team to survive. After he regained consciousness, he called CTU to report that Bierko escaped, and that he heard the terrorists mention one last container of Sentox nerve gas.
