Dean Schrock was the leader of the Hell's Angels bikers.

Jack Bauer, posing as Dog Smithies, arrived at Schrock's apartment and presented him with some extra plastic explosives that he requested. Dean asked Jack if he wanted to help with their mission, and Jack accepted. Dean explained that they planned to blow up the dam that held all of Los Angeles' water.
They arrived at the dam and Jack tried to take out Dean and his crew. However, Dean saw this and disarmed Jack, forcing him to set the triggers himself. Jack tried to deactive them but Dean foresaw this as well and sent one of his men, Barny, to sort it out. After he returned, he told Barny to kill Jack.
