The Gulf War was a conflict between Iraq and a United Nations force led by United States and the United Kingdom. The main offensive operations of the war were codenamed Operation Desert Storm.

• Jack Bauer served on several Delta missions during Desert Storm.
• Frank Hensley was captured and killed in Iraq during Desert Storm. During Operation Hell Gate, it was discovered that a man had assumed Hensley's identity in the US.
• During Day 2, Ted Simmons admitted to Palmer that he had experience in Special Operations during Gulf War.
• Jonathan Wallace ostensibly commanded a sniper team in the Gulf War.
• Curtis Manning commanded a Special Forces battalion during Desert Storm. His team was ambushed and killed by members of Hamri Al-Assad's terrorist group.
• Alan Tanner served in the American Special Forces but was discharged after Desert Storm.
