  • Two adult arrests in Los Angeles County for attempted sexual assault, charges dismissed. One arrest for homicide, acquitted.
  • Two years before the California primary, charges against Eli Stram were dropped in one pending federal narcotics case. Drug Enforcement Agency case officer responsible for prosecution was former agent Kevin Carroll.

Eli guarded Teri Bauer and Kim Bauer when they were taken to Gaines' compound. At one point, he decided to have his way with Kim. Teri offered herself instead, saying she "won't fight." Eli agreed and raped her instead of Kim. While she was with him, Teri obtained his cell phone, which she used to call for help.

When Eli was sent to kill Teri and Kim, Teri pulled out a gun given to her by Rick Allen, but it failed to fire. As Eli tried to stab Kim, Teri shot him twice with his own gun, killing him.
