Emil Ramirez was an inmate at the Federal Holding Facility in Los Angeles before Chaos Theory for embezzlement and murder.

After Jack had repeatedly been attacked by Oscar Cisneros and members of MS-13, Jack and Ramirez escaped prison. Ramirez brought Jack to Vanowen where they tried to have an arms deal with Encep Sungkar, but LAPD officers and Dan Pascal interrupted. Later, Vanowen and Ramirez were killed by Francis Aguillar.
