• The EPA is an independent agency of the United States, created by President Nixon in 1970. The Administrator of the EPA is appointed by the President and reports directly to him or her. Seperately, the EPA's Criminal Investigation Division "EPA CID" (http://www.epa.gov/Compliance/criminal/index.html) is a federal law enforcement agency, tasked with the investigation of environmental crimes, as well as providing protective security for the Administrator of the EPA.
