Fay Hubley was a member of CTU's Cyber Unit who traveled to Mexico with Tony Almeida to find Richard Lesser.

In Trojan Horse, Fay and Tony went to Tijuana to find Lesser. She was needed for technical support in finding Lesser's computer trails. She was staying in the hotel room when the Chechens who captured Tony molested and then murdered her.
