Ruffin was a judge with jurisdiction in New York City during Day 8.

Day 8[]

Ruffin was the judge presiding over Sergei Bazhaev's case on the morning of Day 8. He had reviewed Bazhaev's case and decided that he would not grant bail for Bazhaev because of the gravity and terroristic nature of the charges against him. After Ruffin announced this, Bazhaev's attorney called for a brief break from the hearing. Ruffin allowed it, saying that they would resume in thirty minutes. During this time, Jack Bauer had a private conversation with Bazhaev, which provided a new lead.

  • Ruffin initially mispronounced Bazhaev's surname as "Bazhaov".
