Fedor was a Russian terrorist working with Oleg Malenov during Cold Warriors.

Fedor killed the last of the security team at Station 1217, allowing Malenov and the other terrorists to get inside and infiltrate wireless communications. He assisted in trying to fight off the raid against their plans by Jack Bauer and Amy Seelaki, but ultimately was shot by Seelaki after trying to stab Jack with a knife.
