Frank Cassar was a civilian motorist in Los Angeles during Day 3.

Cassar was driving his light green Malibu near the MTA subway station, when bio-terrorist Arthur Rabens killed him and then stole his car to escape a police perimeter. The car-jacking was witnessed by a bystander who reported what little details he could remember to Jack Bauer. Cassar's identification was researched to identify the car that Rabens was using: plate number 8TRI922.

- "Frank Cassar" is the name of the father of 24's director and producer, Jon Cassar.
- Cassar was almost certainly stabbed by Rabens, as Rabens used a switchblade to kill 2 LAPD officers moments before killing Cassar.
