O'Niel, also known as Cabal #3, was one of the members of the group of businessmen that conspired to commit terrorist acts before and during Day 7.

Before Day 7[]

O'Niel and a group of twelve other influential executives in the US military-industrial sector became disillusioned with the state of American national security. He, Alan Wilson, Jonas Hodges, Marr, "Cabal 5", and the other conspirators were brought together anonymously and plotted in secret to engineer the prion variant pathogen. They planned to carry out a series of terrorist attacks in 6 months after Day 7, attributing them all to terrorist organizations they'd use as fronts. This was plotted in order to push the United States to the breaking point through fear and panic.

The group used Cara Bowden as an intermediary to task Jonas Hodges and Starkwood with the engineering of the pathogen in Sangala, with help from dictator Benjamin Juma.

Day 7[]

When one of the original thirteen cabal members, Jonas Hodges, broke with their plan and stole the prion variant pathogen for himself on Day 7, the other twelve cabal members reached the consensus that Hodges had a psychotic break. They sent their primary operative, Cara Bowden, to coerce Hodges to commit suicide by threatening his family.

At around 3:19am, the group held an online meeting moderated by Bowden where they decided if they should use their prion bioweapon during the day, or if they should continue with their other plan of replicating it and then using it in six months. The most influential member of the cabal, Alan Wilson, persuaded them all to vote in favor of carrying out the attacks.
