Ziya Dakhilov was a Russian convict with connection to criminal kingpin Vladimir Laitanan. The FBI offered him full immunity to turn Laitanan in, however, Dakhilov kept quiet and served his prison time, pleading guilty to a class-three felony. On parole, he worked in an auto-parts store in Long Island City, wearing a security tracking bracelet on his wrist. He also had a reputation as a pedophile: Renee Walker commented that he liked thirteen year-old girls.

Day 8[]

Renee Walker, working undercover with CTU New York to find Vladimir, came to Dakhilov's store, tried to convince him that she was willing to buy isotopes from him, and then, to be able to remove his bracelet, sliced off his thumb. He soon passed out from shock.

She took him to a garage downtown which was a safe-house for Vladimir and his crew. Because she hadn't been an associate of theirs for months, she sent Ziya in to vouch for her and offer her deal. Vlad agreed and had Ziya bring her in to hear out the proposition. After interrogating her on business associates she claimed to have, he had both Renee and Ziya taken at gunpoint and forced them into the back of a jeep. Both were driven to a nearby harbor as Jack Bauer and CTU kept tabs on their location, planning to make a rescue.

After arriving at the harbor, he and Renee were lowered to their knees in an execution-stance, with Vlad offering one more chance for an explanation. When Ziya tried to argue with him, he was shot repeatedly in the chest, killing him instantly. Vlad ordered his men to toss his corpse in the harbor.
