Flagstaff is a city in Arizona.

During the events of Day 3, Flagstaff was one of the nine cities across America where Stephen Saunders was prepared to release the Cordilla virus via his bio-terrorist couriers whom he armed in Los Angeles. Like Washington, D.C. and LA, Flagstaff was one of the cities that was targeted by two virus couriers instead of one. In a nationwide sting operation at the close of the day, the Flagstaff couriers were killed and their virus equipment was seized, with no civilian casualties.

Given that two of the couriers' original destinations were Cleveland and Chicago and they were interrupted en route, it is possible that Flagstaff – a much less populated city – was a secondary strike point for the two bio-terrorists there.
