Kevin Carroll was a Drug Enforcement Administration officer in Florida who averted narcotics charges against associates of Ira Gaines.

As shown on one of the screens in the CTU Situation Room, four nuclear power plants were located in Florida. Three of these were shut down after the initial kill code programmed by Edgar Stiles, one was immune to the kill sequence.
