Yes you certainly can! You can "request a wiki" from Wikia, and let them know it's another language version of our content. Since I am monolingual, I cannot help with all the translating that is needed, but if you find some fellow Hebrew-speakers to help, you've already got a community to serve as the bedrock for the new wiki.
