Frank was a thug who worked with Eddie Grant and Joseph Wald during Day 2.

Early in Day 2, Jack Bauer went undercover as Jack Roush and visited Eddie Grant in order to reach Joseph Wald. He brought with him as a demonstration of his loyalty the decapitated head of pedophile Marshall Goren, a man who was going to testify against Wald.

Eddie, Chris, and the other men did not trust Jack, so one of them struck him on the head. Jack then told them to look in his bag for Wald's "present", so Eddie sent Frank to open it. Upon unzipping the bag and looking inside, Frank gasped and dropped it to the ground. Goren's head partially rolled out, which convinced Eddie that Jack was trustworthy.
