Frederick was a henchman working for Stephen Saunders during Day 3.

Using a computer, Frederick determined that CTU would eventually be able to locate the terrorist hideout, so he warned Saunders. He and Saunders went to their hostage, Michelle Dessler, and Frederick threatened her with a knife to get Tony Almeida to follow Saunders' instructions. When Michelle escaped by tricking her guard, Kevin, Frederick helped Saunders track her down.

When Tony Almeida showed up to exchange Jane Saunders for Michelle, Frederick represented Saunders in the deal. After Jack Bauer confirmed that Saunders was there, a firefight ensued and Frederick was killed by Tony Almeida.
