General Gratz was a military officer in service during Day 2.

General Gratz spoke at a meeting with President David Palmer, Mike Novick, Lynne Kresge, and others at CTU District Headquarters in Los Angeles. Vice President James Prescott and the Joint Chiefs were present via teleconferencing.

Gratz briefed the officials concerning the air response in the Middle East. He stated that bomb squadrons have been launched from three stateside bases, and that initial attacks will be launched from bases closer to the targets. President Palmer made a defensive remark to Gratz, but then apologized and thanked him and the armed services for their excellent work.

Gratz mentioned that the longer Palmer hesitated, the greater the American military casualties would be since the enemy had more time to prepare.
