The Griffith Park Observatory was the location where Keith Palmer secretly met with Carl Webb during Day 1 to discuss the murder of his psychiatrist, Dr. George Ferragamo. Keith threatened to go public with the names of the people behind the arson that killed Ferragamo, but Carl warned him that evidence had been planted at the scene of the crime that would directly implicate Keith in the crimes if he decided to go to the authorities. When Carl left the meeting, Keith pulled a tape recorder out of his pocket and played back part of their conversation.
