Hangzhou is a port city in China.

According to the head of security at the Chinese Consulate, Cheng Zhi, a container ship named The China Queen was about to leave San Diego for an 18-day journey to Hangzhou. Cheng threatened to put CTU Agent Howard Bern on board The China Queen if he didn't reveal the name of the person responsible for the raid on the Chinese Consulate.
