Holtzman was a Federal Marshal active during Day 5.

When the Attorney General listened to a recording of President Charles Logan incriminate himself in the crimes of Day 5, he alerted the men on the ground at Logan's memorial speech for David Palmer. Federal Marshal Holtzman received the call and handed off the phone to Secret Service Agent Clarke, and all the men on the ground prepared to arrest Logan.

Holtzman informed President Logan that he was under arrest, demonstrated to him that he had unknowingly been wearing a micro-transmitter, and had incriminated himself when he spoke to First Lady Martha Logan. Logan demanded that Agent Clarke arrest Marshal Holtzman, but his attempts to avoid being taken into custody failed.
