Howard Bern was a CTU Los Angeles field agent active during Day 4.

Howard Bern was part of the volunteer team that Jack Bauer took into the Chinese consulate. His face was caught on a consulate surveillance tape and used as evidence that Bauer and CTU had killed the Consul, Koo Yin. Howard Bern was taken away in a helicopter afterward, but Cheng Zhi and the Chinese illegally abducted him and got him to admit that Bauer was behind the break-in. Cheng taped Bern's confession in exchange for a promise to release him. The Chinese used the confession to incriminate Jack Bauer, so Walt Cummings from the White House sent corrupt Secret Service agent Dale Spalding to kill Jack.
