At 11:37am, Hugo went to verify the security clearance for Hank, a man who claimed to be a technical support worker. Hank was actually the assassin sent by Walt Cummings to kill Jack Bauer. Hugo was given clearance by Spenser Wolff for Hank, and did not notice anything suspicious about Hank's briefcase, which had a pistol hidden within it.

- Hugo may have been among those CTU employees killed by the nerve gas that was released into the vents by Ostroff. Since he was near the exit, it's possible that he was able to escape from CTU unharmed; on the contrary, since the gas was first expelled into the perimeter vents (and hit the center of the building last), he may have been one of the first to die.
