Hugo Bix was the leader of a Las Vegas gang. Bix had had a relationship with Stella Hawk. Other gang members included Steve Sable and Don Driscoll.

Bix supplied explosives to Balboa and Pizarro Rojas's attempt to blow up the Babylon Hotel and Casino. His entire headquarters, with him in it, was blown up by the Rojas's, who thought he constituted a loose end.
