Ibrahim Haddad was a terrorist that Jack Bauer tortured in 2002.

In 2002, Haddad targeted a bus of forty-five people. Jack Bauer stopped the attack from happening by torturing him to discover the details of the plan. After the event, the records on him and what happened to him have been classified from the public, until CTU had disbanded.

Jack's actions against Haddad were brought up in his Senate hearing for his supposed extralegal activites whilst working for the recently disbanded Counter Terrorist Unit.
