Jay was a CTU Los Angeles agent active during Day 1.

Jay was a member of the CTU team that attempted to place a tracking device on Alexis Drazen with the help of Elizabeth Nash. Since Nash stabbed Drazen, the operation fell apart, but Jack Bauer took an opportunity to masquerade as Alexis. Shortly after 5pm, Jack asked Jay for his shirt since his own had blood on it, so Jay gave it to him.

The CTU group was directed by Jack Bauer and Nina Myers. Aleshire and Johnson were the surveillance technicians, and Agent Scott was also present, as well as a number of Secret Service agents.
