The Joint Chiefs of Staff was a group comprising the Chiefs of service of each major branch of the United States armed forces. The Chiefs are the chief military advisors to the President of the United States, and have offered policy suggestions to Presidents Keeler and Palmer.

The Joint Chiefs planned a series of rapid attacks against three Middle Eastern nations within a few hours of the detonation of a terrorist nuclear weapon in the Mojave Desert. General Gratz, who advised President David Palmer, and another officer, who advised President James Prescott (after Palmer was unseated), worked with the Joint Chiefs.

Admiral John Smith, the Chief of Naval Operations, helped President Wayne Palmer orchestrate an apparent nuclear attack on a Middle Eastern nation, in order to coerce its government to crack down on powerful supporters of the extremely dangerous terrorist Abu Fayed. The ambassador of that country informed the President that Fayed's sponsor, Mohmar Habib, was now under arrest, and that the strike should be called off.
