Julio was a loyal employee of Hector and Ramon Salazar.

Julio was sent with Bucho, Enrique Hinojosa, and Jack Bauer to the Hotel Long Beach to retrieve a package. At the beginning of the hostage crisis, he called down to the front desk to find out why the phones were out. After Enrique killed Bucho, Julio and Angelo Marcella had a standoff with Jack and Enrique, which ended with Jack shooting Angelo and Enrique shooting Julio.
