You may be looking for Tom Lennox, President Wayne Palmer's Chief of Staff.

Lennox was hired by Stephen Saunders to keep tabs on his daughter Jane at the University of California, Santa Barbara.

Lennox was called by Osterlind to closely observe Jane Saunders for her father Stephen. Lennox somehow determined that Jane was taken and replaced by a decoy (Kim Bauer) by the government. He waited for a security camera to turn away, threatened Kim at gunpoint, then forced her to leave the library. Outside, Kim knocked him into a wall, and he dropped his gun. The two then struggled for Kim's gun, which discharged, fatally wounding Lennox. Kim and the CTU agents realized that Saunders would now know his daughter had been kidnapped.
