Mexico was the country directly to the south of the United States. Its capital was Mexico City.
The city of Las Nieves is located in Northern Mexico, near Los Angeles. It is the hometown of Ramón and Héctor Salazar.

During Day 3, Jack broke Ramón from jail, and flew to Mexico to meet with Héctor. When Chase Edmunds crossed the border to find Jack, he was captured and tortured by Salazar's men.
Michael Amador coordinated the auction for the Cordilla virus in Mexico. There he met with the bidders: the Salazar brothers, accompanied by Jack; and Nina Myers. Chase, who managed to escape from the Salazar's ranch with the help of Claudia, was close to the site of the deal.
After Amador escaped with the virus, Chase joined Jack and captured Nina. When she offered her help finding Amador, they took a plane and returned to Los Angeles with her.

Three months prior to Day 4, Tomas Sherek entered the United States illegally via the Mexico/US Border. His main objective was the coordination of the train bombing in Santa Clarita and the kidnapping of Secretary of Defense James Heller on Day 4.
