Mitchell was a Secret Service agent in the bodyguard detail for Senator David Palmer during Day 1.

Mitchell was one of the agents who took Jack Bauer into custody following Jonathan's failed assassination attempt on Senator Palmer. Supervising Agent Frank Simes told Mitchell and Alan Hayes to bring Jack down, so he could be handed off to the FBI. However, Jack escaped from Mitchell, Hayes, and Agent John by distracting them with steam.
