Mullins was a civilian contractor working for Mark Bledsoe's private security company during Day 8.

Mullins was the roof sentry for Bledsoe's group at 14633 12th Street, where Dana Walsh was waterboarded to reveal information about her conspiracy with Pavel Tokarev. Right after Mullins informed the security coordinator Haigney that the roof was clear, he heard a sound — an object thrown by Cole Ortiz. When he investigated, he was ambushed and knocked out by Jack Bauer. Cole and Bauer then safely entered the facility undetected. Jack used Mullins' radio to inform Haigney that he was taking "sniper fire" to lure the other men out. One of his colleagues found Mullins' lying unconscious on the roof and informed Haigney about it.
