O'Neil was a man working for Robert Daniels, a terrorist mercenary, during the events of The Game.

O'Neil and Bradley set up a trap for Federal Agent Jack Bauer on the fifth floor of a building at 1023 North Broadson in downtown Los Angeles. Jack had arrived there after tailing Robert Daniels. The plan ultimately failed as Bauer had stolen a radio from another henchman, and was able to hear the terrorists coordinate the trap.
